He had previously helmed various key appointments including Head of the North East Line (NEL) and the Sengkang-Punggol Light Rail Transit (SPLRT), and Head of Engineering for the rail networks.

He is a Fellow and a Chartered Engineer accredited by the Institution of Engineers, Singapore and sits on the Board of the Land Transport Authority’s Singapore Rail Academy.  Recognised for his thought leadership in rail engineering, Mr Sim is a member of the Industry Advisory Board for Mechanical Engineering at the National University of Singapore (NUS) and for the Engineering Systems Programme at the Singapore Institute of Technology. The Chief Expert of Rapid Transit Systems for World Skills Singapore, he is also a member of the Transportation Standards Committee under the Institution of Engineers, Singapore. He further contributes to the industry through his leadership as Chairman of the UITP Asia-Pacific Urban Rail Committee.

Mr Sim holds a Bachelor (Honours) and a Master of Engineering from NUS as well as a Master of Arts (with distinction) from Massey University, New Zealand. He has also attended executive management programmes conducted by the Lee Kuan Yew School of Public Policy and the NUS Business School.
